  • Develop globally competitive middle-level manpower for local and international employment.

  • Strengthen industry partnerships to ensure training programs are responsive to current and emerging skills requirements.

  • Implement and promote competency standards and assessment through the Philippine TVET Competency Assessment and Certification System (PTCACS).

  • Support inclusive growth by providing skills training opportunities to marginalized sectors such as out-of-school youth, workers, women, persons with disabilities, and returning OFWs.

  • Encourage lifelong learning by offering flexible, modular, and ladderized training programs.

  • Ensure quality assurance in TVET institutions through accreditation, monitoring, and continuous improvement.
